A commissary was a functionary who oversaw the Company’s stores or supplies, such as of military equipment or food. A commissary was low in the administrative hierarchy of the Company, only a notch above clerk. But both positions, commissary and clerk, were  high in terms of pay when compared with the military arm, the naval arm, and manual workers like masons and carpenters.
